File Not Found when Creating Dev Environment

When attempting to create a v3.5 (or any other) dev environment, I am receiving a

"The System Cannot Find The File Specified"

error immediately after extracting "argos_sdk v3.5". The progress bar reads "Extracting argos sdk v3.5 (1476 of 1476 files complete)"

I'm installing on my Infor CRM 8.3 Server. Any thoughts on what might be missing?
