PER dashboard - api endpoint(s) to replace ifrc-per-data-fetcher

We would like to replace the ifrc-per-data-fetcher with the api. it also needs to consume, process and provide migration_considerations, similarly to the other 3 other considerations type.
The output data will be used in the PER dashboard

Please also extend the considerations data processing with French language capability.

Recently backend seems to be ready to get migration_considerations data, also via Admin page of PER From Component Responses. The /api/v2/public-per-assessment/ api endpoint gives migration_considerations also, with other ...considerations (like climate-, epi-, urban-). This is one of the 4 endpoints that the fetcher uses already.
In the database there is no filled-in migration_considerations in table per_formcomponentresponse.

On frontend side this input field seems to be missing: https://github.com/IFRCGo/go-web-app/blob/develop/app/src/views/PerAssessmentForm/AreaInput/ComponentInput/index.tsx#L78-L80 does show other considerations, but not the "migration" one.

On https://github.com/IFRCGo/ifrc-per-data-fetcher/blob/main/src/processData.js#L116 we could add the french "oui" also.
