Implement a comprehensive notification system for inter-association communication that includes:

• Real-time notifications for resource sharing requests/approvals
• Alerts for permission changes within the hierarchy
• Notifications for hierarchy structure changes (new child organizations, mergers)
• Custom notification preferences per user
• In-app notification center with read/unread status
• Email notification options for critical events
• Notification grouping and prioritization
• Cross-association announcement capabilities
• Context-specific notification delivery based on role and organization
