[BOM Improvements] - Auto-Select Created Material in RR Form

Description

After a user creates a new material from the RR form, automatically select that material in the autocomplete dropdown and show a success toast notification.

Acceptance Criteria

• When user submits the material creation form from RR page:
  - Material is created in the database
  - Material form modal closes
  - User is returned to the RR form
  - The newly created material is automatically selected in the autocomplete
  - Toast notification appears: "Material '[Material Name]' created successfully"

• Material autocomplete options list refreshes to include the new material

• User can immediately see the selected material and continue filling out the RR form

• If there are any errors creating the material, appropriate error message is shown and RR form is not updated
