support `nc-config`

I have netCDF 4 in my environment, but it is not found when installing PDL::NetCDF via cpanm. It also occurs to me that nc-config should be installed and callable via PATH, and this is able to give the correct linker flags via nc-config --libs and nc-config --cflags - if this was supported in Makefile.PL, then it should just work in my case.

Also, the README says, "If you have problems, see the PROBLEMS file." - there is no PROBLEMS file in the repo (I did try to look there first, and I did try to use NETCDF_EXTRALIBS (with the output of the aforementioned nc-config commands.

Otherwise, please let me know how to install this assuming netCDF4 is already installed (and confirmed working).

Feel like making a PR to add that to Makefile.PL? And also to remove a reference to the non-existent file.

I would be happy to, any preliminary guidance on using nc-config in the code? After thinking about it, we probably need to make that the last recourse after other options may have failed?
