Evaluation: Getting rid of the Cron Job

Describe the current behavior
Currently to complete any evaluation job, a cron job script needs to be run at regular intervals.

Describe the enhancement you'd like
Not having to bother of starting a cron either locally or in remote server.

Why is this enhancement needed?
From a usability and maintainability standpoint. While not really sure why a cronjob is required, I am guessing it was a stop-gap fix to something related to celery and rabbitmq.
