Codify "SLAs" for subjects on the compliance monitor

We want to offer guarantees for subjects that are officially certified (Section 1 according to #1059):

• they will be notified when a testcase is failed (probably on the next workday)
• they will be reminded ONCE if the testcase is still failed after a period of time (probably on the next workday after that)

Subjects on the compliance monitor that are not officially certified (Sections 2 and 3 according to #1059) do not receive any guarantees. The assessment body MAY notify them as well at its own discretion, and more importantly, within its resource constraints.

This is to be refined and put as a Supplement to scs-0004.
