Tooltip doesn't appears on buttons in certain cases

Issue Summary

The preview button in the Event Types listing page doesn't show a tooltip on hover, while adjacent buttons shows tooltip.

Steps to Reproduce

1. Navigate to Event Types page
2. Hover over the first icon button (preview/external-link button) in any event type row
3. Observe that no tooltip appears
4. Hover over the second icon button (copy link button) in the same row
5. Observe that the tooltip appears correctly

Actual Results

• Preview button (first icon with external-link) shows no tooltip on hover while the copy link button does.

Expected Results

• Tooltip should appear consistently on hover for both preview and copy buttons.
