Add constitution to footer

Add the constitution to the footer. When the constitution button is clicked, the constitution should be opened in a separate tab.
The constitution of the game dev club should be accessible via the guild website. If you are having trouble finding it, let one of the project leads know and we can help out.
A PDF of the constitution can be added to `client/public`.
