Update User guide for adding Sonar to private repositories

The current ticket requests updating PTB User guide:

See details in IntRef, I think the information on how to configure the onprem Sonar for private and internal GitHub repositories is now sufficient and has been verified at least once.

We should remove the private instructions from the PTB.
