Fix Pyink Formatter

Looks like the pyink tool may no longer be auto-formatting Python files (on save in VS code, as well as via command line and pre-commit hooks).

When we run it from the command-line, it erroneously says "No Python files are present to be formatted. Nothing to do 😴"

We should troubleshoot what is going on, and fix it. This is high priority.

FYI @ecosang and @gabriel-trigo - the Pyink tool should now be working again with the fix introduced by 8473cfd

If you update your PRs (#94 , #22 ) to pull the newest commit, then you can leverage the pyink commands, pre-commit hooks, and on-save functionality in VS code. hope this helps!
