[CI] Enable workflow dispatch for Sistent package auto-bumper

Current Behavior

On rare occasions it is helpful to be able to manually dispatch this workflow.

Desired Behavior

Ideally, it accepts release tag as an optional input, using the latest release tag when no input is given.

Hey @leecalcote @Rajesh-Nagarajan-11 ,

I request assignment of this issue. I went through the previous PR made for this issue : #1097 , I guess I can solve this issue. The previous implementation kept the 'v' prefix in version tags, which would cause npm install failures. My solution strips this prefix to ensure commands like npm install @sistent/sistent@1.0.5 work correctly..

I can present it in Monday's meeting if needed.
