Allow following of all setters in climbs dataset #812
Description
Currently users can only follow other boardsesh users. But we get a lot of climb data synced in with climbs from setters that arent using boardsesh, we should allow Boardsesh users to still follow those setters so they know when new data from those setters is synced in.
Also our notification system should be hooked into the shared sync system, to make sure that we emit notifaitions when we sync in new climbs through that pathway
