[Bug] Sidebar missing entries when file is open

Sublime Text build 4098

File Manager changes the sidebar commands when a file is open

When I try to create a new folder within a folder when a file is open, the 'New..' command ( and others ) is missing.

I'm experiencing same problem. As a workaround for now I open a new "untitled" tab, and then right-click on the folder
