Implement migration for AuthorizedAdminSetting

AuthorizedAdminSetting is a special case because it was one annotation but should be migrated to several attributes if there is a `;` in the parameter.
Because of this complexity it was left out of https://github.com/nextcloud-libraries/rector/pull/40
