Attempt to redefine operator error

I processed a file where my club had multiple operators. So the mycall was W4AFC but I periodically entered an operator statement rto change the operator to the specific op.

When I do this, I receive the message, "Attempt to redefine operator error"

FLE has no issue with this so I was wondering if there is some reason the code treats this as an error? Changing operators is a reasonable thing to do...
