Speed up GetLatestForecastsRequest

It would be great to speed up the GetLatestForecastsRequest by adding a possible filter on model_name / forecasters

it would be great if we could add forecasters, but not the version of the forecaster, just the name

This currently takes a long time ~10 seconds, for one location. This is without using the pivot_timestamp_utc

Looking at the sql that is run

SELECT

    f.init_time_utc,

    fr.forecaster_name,

    UUIDV7_EXTRACT_TIMESTAMP(f.forecast_uuid) AS created_at_utc
FROM pred.forecasts AS f
    INNER JOIN pred.forecasters AS fr USING (forecaster_id)
WHERE f.geometry_uuid = '019a7231-3561-76bc-9da6-dbabaa2e3734'
    AND f.source_type_id = 1
    AND f.init_time_utc <= '2026-01-06'
ORDER BY f.init_time_utc DESC;

Takes about 11 seconds as all forecast objects are queried and returned

If we add a option to filter `AND f.init_time_utc >= '2026-01-01' the query only takes 0.260 seconds
