Point OpenVINO Backend Requierments to a Stable PyPi Version

Currently NNCF points to a commit in nncf develop branch for the openvino backend 
https://github.com/pytorch/executorch/blob/main/backends/openvino/requirements.txt

The task is to point it to a stable Pypi version when it is released with the required changes.
