[WS6] Decide fate of desktop package deletion and CI workflows

Decision: RESTORE BOTH ✅

1. packages/desktop/ — 139 files

Restore. Accept upstream's desktop package. We don't need to delete it — it doesn't interfere with our work and eliminating 139 files from the diff is a massive win.

2. .github/workflows/ — 22 files

Restore upstream workflows. Add our ci.yml alongside them if needed, or rely on upstream CI.

Implementation

During the upstream sync (WS2 / #160):

• Do NOT delete packages/desktop/
• Do NOT delete .github/workflows/
• Add our ci.yml as an addition if needed

This eliminates 161 files (53% of total diff) with zero functional impact.

Status: DECIDED — implement during WS2 sync automation
