Tags Index links should redirect correctly #596
Description
Visit the /tags index page. Currently clicking a tag link results in "content missing" because the links are within a turbo_frame.
Add data: {turbo_frame: "_top"} to both sector(service population) and categories tag so the links redirect to the correct page.
