This PR closes # Bug 36518718: Run Command can delete a built-in vSAN Storage policy

The changes in this PR are as follows:

• Removes 'foreach' loop for an 'array contains'
• Issues a 'throw' if there is a match instead of returning to the calling function (safer than returning)

I have read the contributor guidelines and have completed the following:

• Formatted the code using VSCode default formatter for PowerShell.
• Tested the code end-to-end against an SDDC.
• Documented the functions using standard PowerShell markup and applied AVSAttribute to newly exported functions.
