Description
Add a simple build and test pipeline:
(1) enable building of both RoCE and DOCA backends
(2) run
ctestNote: update CMake to allow skipping DOCA examples when the build system doesn't have GPUs. This is because DOCA libraries are linked to the CUDA driver library (
libcuda.so.1).
