Kristin Add Hovering Effects for Community Portal Calendar Events

Description

Add hover/tooltip interaction for event cards in the Community Portal's live calendar

Main changes explained:

• Add a new state to track which event is currently being hovered over and conditionally render a new "tooltip"
• Add styling code for the new tooltip
• Remove duplicate selectors to pass stylelint checks

How to test:

1. check into current branch
2. do npm install and npm run start:local to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to /communityportal/calendar
6. go to January / February and place the mouse over the mock events to verify hover effects work correctly

Hi Kristin,

I have reviewed your PR locally and the hover effect does work as per requirement in light mode, but in dark mode the background of the tooltip still is in light mode. Do let me know if this isn't a part of the requirement.
