Also fixes a bug in
fetch_deps.tswhen fetching from linux or WSL setups.The bumps to
DEPS.json5versions are not strictly needed, since the actual runtime code usesdynamic, but I figured we should be clear that the version required forFFXIV_ACT_Pluginis now a minimum of 3.x, and at that point, might as well update the required versions of the other deps too...
