🎨 Palette: Add tooltips to dashboard navigation

💡 What: Added tooltips to the primary navigation buttons (Notifications, Profile, Command, Menu) in the FramerDashboardLayout. Added a missing aria-label to the mobile menu button.

🎯 Why: Icon-only buttons can be ambiguous. Tooltips provide clarity for sighted users and reinforce the accessible name. The mobile menu button was previously lacking an accessible name.

Accessibility:

  • Added aria-label="Open menu" to the mobile menu button.
  • Tooltips provide visual labels on hover and focus.
  • Ensures better screen reader support and keyboard navigation clarity.

📸 Verification:

  • Verified visually with Playwright screenshot.
  • Passed pnpm lint.
