💡 What: Added tooltips to the icon-only buttons in the Topbar (Notifications, User Menu, Settings).
🎯 Why: Users relying on icon recognition may be unsure of the specific action. Tooltips provide necessary context and improve accessibility.
📸 Verification: Added a unit test tests/topbar-tooltip.spec.tsx and verified visually with Playwright script (screenshot available).
Accessibility: Enhances experience for mouse and keyboard users (focus shows tooltip) while retaining aria-label for screen readers.
