🎨 Palette: Clarify financial parameters with tooltips

Added help tooltips to 'High Volatility Quantile' and 'Transaction Cost' inputs in dashboard.py to clarify statistical and financial terms (bps). Also added missing matplotlib dependency to requirements.txt to fix a crash in conditional analysis.
