This PR fixes pre-existing failures in Bedrock integration tests on Windows by making the mock_aws_config fixture Windows-friendly. It handles NamedTemporaryFile cleanup manually to avoid access issues and ensures AWS_SDK_LOAD_CONFIG=1 is set for reliable configuration loading.
