Post-0.8.33 release checklist update

A few tweaks to solve minor problems we encountered:

• Post-release is mostly comms, but also some non-comms steps. These usually get forgotten. I created a separate section for comms.
• A dedicated step reminding to verify link to the blog post in github release notes (these were broken for two releases in a row now).
• The website update should be prepared ahead of time, along with the blog posts and only merged when we kick off comms.
