This is a fix for #81 where in a two node setup the master dies and the child needs to become the master.
During the fail over if there is no record of another master (sql, healthy mysql-primary service, locked kv/mysql-primary) and this node has the lock on the kv/FAILOVER_IN_PROGRESS then this node will be the next master.
