(Note that this PR hinges in its entirety on microsoft/winget-pkgs#325926 getting merged first, which can take anywhere from 18 hours to 3 weeks.)
I'm in the process of adding a LightGBM package to Winget's default package repo, and since Winget is also a Microsoft product (like what both Nuget and LightGBM are), I figured it'd be of interest to add that to the various version icons in this repo's README.md.
