One of the recent versions of puppet does not like the non-existent Ssh_authorized_keys type that is being used to determine if keys should be created. This resolves this issue and adds in rspec test using current (as of the PR) harness

* Update to use more modern rspec harness defintions
* Create base hiera for use with current hiera loading
* Cleanup initial tests to remove unneeded definitions

- direct hash
- hiera any level
- hiera merged all
- hiera top level

* Fixes the if !defined logic for ssh_authorized_keys to not be looking
  for the non-existent Ssh_authorized_keys type

* Adds in spec tests for users::ssh_authorized_keys and users::setup
