Fix: Improve Type Safety in run-build.ts

Replaced the `$TSFixMe` (any) type for the `options` parameter with a specific `BuildOptions` type. Resolved a `@ts-expect-error` by correctly passing `outputConfigPath` within the `cachedConfig` object when calling the `buildSite` function.
