In clusters running less than three nodes, nodes will occasionally switch AZs after a k8s or AMI upgrade. Opal has dependencies on PVs (EBS Volumes under the hood), which are scoped to a specific AZ. This PR limits the available AZs for the node groups to prevent nodes from switching AZs.
