feat: documentation and feature for flex job configuration

Description

Feature to configure default resource requests for Flexible Sessions.

Changes

• Add new deployment.skaha.sessions.flexResourceRequests configuration
  • Supports floating point or integers, not Kubernetes units
• Add new deployment.skaha.sessions.limitRange to replace "experimental" (deprecated) limit range configuration
• Update documentation for main documentation site
