docs: improve Galileo gas parameter derivation tooling

Purpose or design rationale of this PR

Improves the Galileo gas parameter derivation script with better documentation and security practices.

• Removed hardcoded Alchemy beacon API key from source code
• Added BEACON_URL as required environment variable
• Added .env.example template for required environment variables
• Added .gitignore to prevent committing secrets and cache files
• Created README with clear installation and usage instructions
