Adds started_at timestamps to fine-tuning schemas and minor OpenAPI spec formatting cleanups.

• Add started_at (date-time) to fine-tune training metadata and job schemas for start time tracking
• Tidy openapi.yaml formatting: whitespace fixes in code samples, SharedVolumeInfo key, and x-enum-varnames list
