Motivation
Add fuse interfaces and TVM implementaiton.
Description
Add interface:
fuse_producer_at: producer fusion, given the input argumentCommits
Refer to change commits.
Discussion
MR provides only TVM implementatiomn, would need to cross check possibly the interface with MLIR implementation first.
Should add fuse_consumer_at and specify restrictions in a further work, not part if this PR.
TODO:
